MINUTES OF THE EXTRAORDINARY MEETING OF ASHURST PARISH COUNCIL, HELD REMOTELY VIA ZOOM AT 7PM ON WEDNESDAY 24TH FEBRUARY 2021

Further to the Coronavirus Act 2020, this meeting was held remotely via Zoom. Members of the public were given the opportunity to email or telephone the Clerk in advance with any questions or statements and were invited to ask for a link to observe the meeting remotely.

 

To discuss any questions submitted by the public.

Apologies were received and accepted from Cllr Jesse.

 

  1. Declaration of Members’ Interests.

None for this meeting.

 

  1. To decide upon how Ashurst Parish Council wishes to vote in the Ordinary Resolutions* proposed on the Agenda of the Annual General Meeting of West Sussex Association of Local Councils, to be held on Thursday 25th February 2021

 

Ordinary Resolution 1: That the Chairman and Vice Chairman of WSALC resign with immediate effect.

Cllr Fischel was asked to vote agree/yes to this. This was unanimously agreed by all Parish Councillors present.

 

  1. To decide upon how Ashurst Parish Council wishes to vote in the Special Resolutions proposed on the Agenda of the Annual General Meeting of West Sussex Association of Local Councils, to be held on Thursday 25th February 2021

            The following resolutions will be voted on as special resolutions only at the WSALC AGM on 25th February: -

Special Resolution 1: The Parish Councils of West Sussex instruct the Directors of WSALC as a Special Resolution not to purchase governance services from the Hampshire Association of Local Councils.

Cllr Fischel was asked to vote agree/yes to this. This was unanimously agreed by all Parish Councillors present.

Special Resolution 2: The Parish Councils of West Sussex instruct the Directors of WSALC as a Special Resolution to work with the East Sussex Association of Local Councils to re-establish a Sussex Association and to receive joint governance arrangements through a single service.

Cllr Fischel was asked to vote agree/yes to this. This was unanimously agreed by all Parish Councillors present.

 

Special Resolution 3: The Parish Councils of West Sussex instruct the Directors of WSALC as a Special Resolution to appoint a new Chairman and Vice Chairman of WSALC.

Cllr Fischel was asked to vote agree/yes to this. This was unanimously agreed by all Parish Councillors present.

 

  1. To decide upon whether, given recent developments, Ashurst Parish Council wishes to leave WSALC on 31st March 2021

It was AGREED that if the WSALC Board obtains its services from Hampshire ALC, or the opinions of member councils are not considered by the Board at the AGM on 25th February 2021, that Ashurst Parish Council would leave WSALC at the end of this financial year.
